My time at the University of Delaware, in both undergraduate and graduate capacities, allowed me the experience and knowledge to purse a career in the field of government.  Specifically, my time as a Legislative Fellow in the Delaware General Assembly afforded me the opportunity to see the inner workings of state government and inspired me to pursue a career that makes me feel like I really am making a difference.

After graduating in 2003 with my Master of Public Administration, I was accepted into an intern program similar to the Presidential Management Fellowship, called the Emerging Leader Program at the U.S. Department of Health and Human Services, National Institutes of Health.  This experience allowed me to conduct three- to six-month rotations throughout the Department of Health and Human Services, including the Office of the Secretary, Center for Disease Control and Prevention, and the Administration on Aging. My primary focus throughout my rotations was centered on organizational development and human capital planning.

After serving about three years as a federal employee, I accepted a position with Capgemini Government Solutions as a Senior Consultant. With over 75,000 employees, Capgemini is a global leader in consulting, technology, and outsourcing services. Capgemini works as a strategic partner to collaboratively implement real change and achieve tangible, sustainable results by sharing risks and transferring skills and knowledge with clients.

Senior Consultant, Capgemini Government Solutions, Washington, D.C.

  • Created a human capital development and implementation strategy, leveraging the OPM Human Capital Accessibility and Achievement Framework (HCAAF) and relevant strategic plans. 
  • Measured progress on human capital initiatives relevant to the current human capital strategy and consolidate information to respond to the GAO.
  • Conducted process improvement planning and risk mitigation sessions for a variety of reports distributed to the White House, Congress, DHS leadership, and other key stakeholders.
  • Composed and reply to a variety of correspondence requiring research, analysis, and evaluation of findings, regarding inquiries to Congress, government agencies, and the general public.
  • Interacted closely with component points of contact, and other stakeholders to gather information on areas of interest, risk management, and offer information and relevant data to senior leadership for strategic decision-making.

Human Capital Planning Analyst, Emerging Leader Program, National Institutes of Health, Bethesda, Md.

  • Developed a streamlined collection methodology for synthesizing and analyzing NIH wide findings in response to the Government Performance and Results Act (GPRA) and the Presidents Management Agenda (PMA) in the area of human capital. This resulted in exceeding or meeting all OMB green standards of success for human capital management.
  • Assisted in developing a three phase approach to the strategic workforce plan that aligned NIH achievements with the DHHS Strategic Human Capital Plan and additionally, established strategies for recruitment, retention, diversity, knowledge and talent management, and overall management excellence at the NIH.
  • Analyzed and qualified the NIH-wide inputs for the annual NIH Organizational Assessment which ultimately was submitted to Department Headquarters for approval and review.
  • Led the communications committee for the DHHS Learning Management System (LMS), creating numerous methods of communication strategies for the Department tailored to internal and external stakeholders.
  • Collaborated with members of the NIH wide A-76 (competitive sourcing) training study, examined complex data reports for errors, and made recommendations for areas of improvement in data design.
  • Independently responsible for coordinating and vetting all outside awards, including the NIH Director's Awards through senior NIH leadership.

Self Study Report for the Institute for Public Administration, Sept. 2002
As part of the movement towards accountability, this report examined practices that take place in the Institute for Public Administration. The report went on to highlight a few areas that need improvement along with areas that are meeting its goals.

Delaware Teacher Supply Survey, April 2002
A survey co-sponsored by the Delaware Department of Education and the Delaware Professional Standards Board that examines recruiting and hiring practices in Delaware. This report also analyzes areas of teacher shortages and surpluses. Recently, this report received attention in an editorial printed in The News Journal (Wilmington, Del.) for highlighting areas of improvement needed in Delaware’s teacher hiring practices.
