After completing my MPA, I earned a Ph.D. in Public Administration in the Department of Public Administration and Policy at the University of Georgia in Athens, Ga.
My research focuses on the fiscal implications of state-level budgetary institutions, especially balanced budget requirements, and public financial management. Within public financial management, I examine the accumulation, use, and implications of three major funds in state government: budget stabilization funds (“rainy day” or contingency funds), general funds, and unemployment trusts. My research appears or is scheduled to appear in Public Budgeting & Finance; Public Choice; Journal of Public Administration Research and Theory; Journal of Public Budgeting, Accounting and Financial Management; American Review of Public Administration; and The Future of Public Administration, Public Management, and Public Service Around the World (Georgetown University Press).
I sit on the Board of Directors of the New York University Federal Credit Union, an independent, federally regulated financial institution, and I have served as a research consultant to the New York Citizens Budget Commission.
