Introduction
Barrett has been interested local government administration from a very young age, and attending the University of Delaware solidified and refined this interest. While working on different land use and municipal management projects as a research assistant for the Institute for Public Administration, Barrett narrowed his interest areas to legal matters pertaining to land use and real estate issues. Barrett is currently a law student at the Drexel University College of Law. Upon graduation he plans on pursuing a legal career representing municipalities.

- Researcher for House Bill 280 – The Delaware Sprawl Prevention Act.
Helped draft research paper to counter criticisms of the bill, including
agricultural concerns, economic concerns, and the legal concept of “takings.”
- Principal drafter of the Town of Little Creek (Delaware) Comprehensive Plan. Participated in meetings with town officials, as well as state and county agencies, to discuss concerns about current and future municipal land use practices.
