In Shelley's current role, she works with senior University of Delaware administrators to identify potential university partners and analyze possible benefits that may be derived from the relationship. She develops strategies to attract high-value partners to enter relationships with the university and then manages the initial phase of developing the partnership.

Previously, Shelley worked as the Executive Assistant for New Castle County Executive Chris Coons. Her duties were to represent the Executive Office in departmental meetings, events, and citizen groups; assist the County Executive and senior staff in administration, research, and management duties; and coordinate special projects, prepare remarks and briefing documents, and conduct constituent relations.

A native of Oxford, Pa., Shelley specialized in state and local management as a University of Delaware MPA student. She was a Legislative Fellow and worked as a research assistant in the Institute for Public Administration, where she served as the Legislative Fellows coordinator and assisted Dr. Lewis with two classes—“State Government: Management and Policy” and “Seminar in Public Administration.” During the summer of 2007, Shelley interned at the U.S. Small Business Administration in Wilmington, Del. She also participated in a study abroad trip to Romania, earned the Pauline E. Loessner Memorial Award, served on the Urban Affairs Student Association Executive Board and represented the MPA Program as a senator in the Graduate Student Senate.
