Over the years Russell has become increasingly interested in issues relating to women’s leadership, which led to her decision to pursue her MPA with a concentration on organizational leadership. While working toward her MPA at the University of Delaware, Russell worked for IPA as a research assistant with the Women’s Leadership Development Program. She helped organize and implement training modules (Phase 1 and 2) and provided valuable input to the program coordinator.

In her current capacity, Russell oversees and coordinates the effective and efficient use of human resources to achieve institutional goals and objectives, mobilizes and organizes human resources towards community development and service, promotes and develops collaborative relationships among the various institutions in the cluster, implements knowledge of best management practices, makes presentations to communities of interest, prepares reports and summaries, and handles various administrative functions.
