Delaware C4 Student Bill Project
This
project, originally conceived by Representative Wayne Smith, will provide an
instructional vehicle through which teachers at any grade level
will be able to encourage the kind of civic participation that nurtures
a representative democracy and fulfills the spirit of Delawares
Civics Standard 4 (C4).
Under the C4 Student Bill Project, students in the state of Delaware
will have the opportunity to focus attention on an actual bill that
is scheduled for consideration in the Delaware
General Assembly. It is our hope that the bill will serve
as a springboard into instructional activities that introduce and
reinforce an understanding of the Delaware
Civics Standards, the legislative process, and the ways
in which citizens can become both informed and active.
This 2005-06 legislation will be Senate concurrent Resolution 19, which proposes calls for Delaware to ratify the 17th Amendment to the U.S. Constitution. Officially added to the Constitution in 1913, the amendment specifies the standards for the election of U.S. Senators. Delaware is one of 13 states that has yet to ratify this amendment.
