Civic education benchmarks in Delaware have been designed to cover four basic categories of understanding with respect to civics for grades K-12: government, politics, citizenship, and participation. These essential questions are designed to help direct your examination of the civics standards in Delaware schools.

Benchmarks for Grades 4-5

Civics 1 (Government)

  • Why are the powers of government separated in the United States?
  • Why do governments, including those found in the United States, exist (or, for what purposes do they exist)?

Civics 2 (Politics)

  • Why might due process have been incorporated into the American political system?
  • How does due process protect American citizens?
  • Why is civic responsibility required of people who live in a society based on the ideal of individual liberty?
  • Why is personal civility required of people who live in a society based on the ideal of individual liberty?

Civics 3 (Citizenship)

  • Why do we have a Bill of Rights?
  • How might the fundamental rights that are listed in the Bill of Rights be applied in everyday situations?

Civics 4 (Participation)

  • How can a citizen become more competent at selecting effective leaders?
  • How do democratic groups function and how can citizens participate in those processes?
