Ms. Athey has 14 years of experience as a planner addressing land use, transportation and growth management issues at the municipal, county and state levels.  She has written county and municipal comprehensive plans, authored several best-practices papers, facilitated groups of stakeholders, developed standards, codes and regulations, reviewed development plans, and served as a staff liaison to various land use and transportation working groups.

Ms. Athey is a registered Landscape Architect in both Delaware and Maryland and also the owner of Guided Path Planning & Garden Design.  She specializes in the design of residential gardens, including spiritual gardens, habitat gardens and rain gardens.  Currently she is working on the planting design of a riparian buffer for Silver Lake Park in Dover.

Most recently, Ms. Athey has been developing best practices for pedestrian and multi-use facilities from the viewpoint of safety, security and maintenance issues.  This project involved interviews with staff in respected programs throughout the country, a literature review and paper, followed by presentations of the best practices at 2007 and 2008 forums.  

During her tenure with IPA, Ms. Athey has written municipal comprehensive development plans, completing the plans for Townsend, Lewes, and Dagsboro. She has authored several best practices resource documents related to mobility-friendly design, transit-oriented design, and sidewalks and shared-use paths. She has facilitated for numerous projects, including a committee of community leaders making recommendations for walkable communities and mobility-friendly design, the New Castle County Community Character Design Committee of leaders, agencies and members of the public, and firefighters and public agencies discussing revisions to the state fire codes. In addition, she has developed standards, codes, and regulations for New Castle County and Delaware. Ms. Athey has also had an active role in the Interconnectivity Study, the Planning Practicum, the TOD study and fieldtrip, and the Municipal Clerks Training Program (Planning 104 and 205).

Ms. Athey frequently reviews development plans for community character, walkability, and environmental issues, formerly as an employee, now as a member of the New Castle County Resource Protection Area Technical Advisory Committee, and the Design Committee of the Downtown Newark Partnership.  She recently contributed to the revised Design Guidelines for Downtown Newark.  At the Delaware Department of Transportation, she was the department’s liaison to the Cabinet Committee on State Planning Issues (CCSPI) and the Office of State Planning Coordination. She was editor and primary author of DelDOT’s Livable Delaware Implementation Plan, which included papers on 32 transportation issues such as Context Sensitive Design, Roadside Environment, Traffic Calming, Mobility Friendly Design, and Scenic Highways. As a Planner for New Castle County, Ms. Athey was liaison to the WILMAPCO Technical Advisory Committee and was one of the authors of the 1997 New Castle County Comprehensive Development Plan.

An amateur photographer, in 2007 Ms Athey won first place in a garden photo contest sponsored by Ritz Camera.
