Myrna Bair has worked at the Institute for Public Administration
since 1987. She developed and now directs the Women’s
Leadership Development Program. In addition, she has conducted
seminars in the Delaware Management Fellows, Municipal Clerks,
and other IPA programs. From 1980 until 2000, she served as
the State Senator from the 5th District (Brandywine Hundred),
16 of those years in a legislative leadership position. During
her legislative career, she was very involved with the National
Conference of State Legislatures, serving as Chair of several
committees, on the Executive Committee, and as President of
the Women’s Network. Through her work with the Women's Network,
she developed a leadership program for women in state legislatures
and continues to provide training programs in regional and
national meetings. In 2002 Dr. Bair was a visiting professor
at Ural State University (Russia), lecturing on the topic
of “Leadership and Public Policy.” The program was
sponsored by the World Bank. She has also done leadership
training in the Ural region of Russia and in Germany. In preparation
for these leadership training activities, she attended “LeaderLab”
at the Center for Creative Leadership, leadership conferences
at the University of Richmond, University of Virginia (Darden
School), the International Leadership Association, and a leadership
program offered by the National Conference of State Legislatures.
She is also certified in the Myers-Briggs FIRO-B, Strength
Deployment Inventory, Thomas Kilman and Apter Motivational
Style Profile.
Dr. Bair was the founder and currently serves
as President of the Women’s Leadership Center and was the
founder and past President of the Delaware Chapter of the
International Women’s Forum. She has served as Leadership Chair
of the Women’s Section (SWPA) of the American Association
for Public Administration and for two years as the Chair of the Public Service
Global Learning Community of the International Leadership
Association.
