Fran Fletcher is an Assistant Policy Scientist of the Conflict
Resolution Program (CRP). She has worked at the University
of Delaware since 2001, Ms. Fletcher is responsible for providing
a wide range of project management, technical assistance,
and complex research support to state and local government
officials, school administrators, teachers, community leaders
and non-profit organizations. She is also responsible for
providing expert consultation, group facilitation, and problem-solving
services as well as strategic planning, mediation, training,
and needs assessment for CRP clients.
Through her work with the Delaware Division
of Visually Impaired, Ms. Fletcher assisted with the design
and delivery of a strategic planning process for evaluating
performance measurement and outcomes assessment procedures.
With an extensive background in conflict resolution,
Ms. Fletcher assists in the design and delivery of training
and mediation services for Delaware's Special Education Mediation.
Additionally, she assists in the design and conducted training
for collaborative problem solving techniques for school administrators,
teachers, and DSEA personnel and provides alternative dispute
training for municipal clerks from the State of Delaware and
the Eastern Shore of Maryland.
As part of her ongoing responsibility, she
has designed and developed a statewide Alternative Dispute
Resolution Directory for the State of Delaware in collaboration
with the Delaware Bar Association and the Delaware Federation
of Dispute Resolution.
Ms. Fletcher has conducted over 3200 hours
of training and coaching for state and community mediators,
county and town police departments and was the featured guest
speaker at the Conference on Community Policing, conducted
by the Southeastern Institute, University of Louisville, Kentucky.
As a professional mediator, Ms. Flecther's
provision of mediation services typically takes place in conjunction
with that of other duties, such as project management, office
management, and various other consultation services. As a
certified AutoLine Arbitrator, she has provided binding arbitration
decisions for Delaware "lemon law" involving Toyota,
Hyundai, GMAC Nissan, and Porsche automobile companies.
With her education and experience in human
resources, Ms. Fletcher has conducted hiring for a new, large
corporate facility and designed and delivered employee training
programs in the areas of customer satisfaction, safety, creative
conflict resolution, project development, and strategic planning.
Of particular note is the substantial effort that produced
policy and procedure manuals which are compliant with Delaware
employment laws for public- and private-sector companies as
well as non-profit organizations.
