“Delaware Department of Transportation Succession Planning Project,” with Marcia Scott and Thomas Friedman (Spring 2005). Funded through the Delaware Center for Transportation (DCT), this project examined the need for a systematic, department-wide strategy to transfer institutional knowledge to the next generation of DelDOT professionals; identifying appropriate “best practices” among other state transportation agencies; evaluating the pros/cons of developing in-house staff competency versus utilization of external consultants; and, conducting preliminary staff analysis.

“Delaware State Personnel Office (SPO) Research Project: Phase II Report,” with Kathryn Denhardt, Amy Lazor, and Elena Settles, includes a proposed curriculum for a SPO-sponsored Human Resources Certificate Training Program and action plans for implementing major recommendations incorporated in the Phase I Report (March 2003).

“Delaware State Personnel Office (SPO) Research Project: Phase I Report,” with Maria Aristigueta, Kathryn Denhardt, Susan Keene, Amy Lazor and Elena Settles, included eleven recommendations centered on: expanding SPO’s training and consultant roles to agencies; implementing a system of greater agency accountability; and strategies to streamline employment practices (June 2002).

“Delaware Department of Education Customer Satisfaction Survey (Preliminary Report),” report on the initial results of individual interviews and focus group activities involved in the development of a customer satisfaction survey for the Delaware Department of Education (summer 2000).

“City of New Castle Personnel Policies and Procedures Manual,” a comprehensive manual detailing policies in the areas of employee benefits, leave, work practices and general human-resource management for non-police municipal staff, developed through a contract with the Institute for Public Administration, University of Delaware (November 1998).

“Town of Smyrna Employee Performance Evaluation Policy and Plan,” an evaluation form and accompanying pamphlet describing the evaluation process as well as the roles of the supervisor and the employee in that process (March 1998).

“T2 Center Evaluation Report, 1997,” with Kathryn G. Denhardt and Michael S. Jackson, an evaluation of the Delaware Department of Transportation’s Technology Transfer Center, prepared under a contract to the Institute for Public Administration, University of Delaware (May 1997).

“Strategic Planning Guidelines: Shaping Delaware’s Future,” with Kathryn G. Denhardt and Stephanie Seramone Gopp, Manual and Training Guide outlining the strategic planning process to be utilized by Delaware state agencies in preparing their annual budget submission to the General Assembly, prepared under a collaborative arrangement between the State Office of the Budget and the Institute for Public Administration, University of Delaware (October 1997).
