Professor Jacobson serves as the Assistant Director of the Institute for Public Administration. He’s a Policy Scientist with the Institute and holds a faculty appointment as an Assistant Professor with the School of Urban Affairs and Public Policy. His teaching, service and research interests are primarily in the areas of health policy, public economics, and compensation management. From 2000-2002, he served as the Director of the University of Delaware’s Master of Public Administration program.

Professor Jacobson has ongoing projects sponsored by the State Legislature’s Joint Finance Committee, the State of Delaware Office of the Controller General, the State Office of Personnel, and the Delaware Health Care Commission. He frequently collaborates with the staff of the University’s Center for Applied Demography and Survey Research, and has served as a consultant for the University of Delaware’s Office of Employee Relations. His recent public service and research activities have focused on healthcare quality assessment, funding of senior centers, and economic impact of sporting events. Professor Jacobson maintains a compensation database for governments in the mid-Atlantic region.

"Delaware’s Small Employers: the Health Insurance Dilemma," with Ed Ratledge, Tibor Tooth, Amanda Litzau, and Lisa Schieffert, Center for Applied Demography and Survey Research and IPA, 2002. Study, based on a survey of small employers, analyzes strategies for expanding health insurance coverage among small employers.

"Delaware Senior Center Funding Formula," with Stephanie Moody, Lisa Schieffert, and Christie Gross, IPA, University of Delaware, 2001. A comprehensive description and analysis of the State of Delaware Grant-In-Aid Senior Center Funding Formula developed and updated by IPA.

"Economic Impact of Slam Dunk To The Beach," with Simon Condliffe and Ed Ratledge, Center for Applied Demography and Survey Research, University of Delaware, 2001. Commissioned by the State of Delaware Joint Finance Committee, the study estimates a $3.5 million annual impact of the national high school basketball tournament held in Lewes, Delaware.
