Dr. Lewis is the Director of the Institute for Public Administration and holds a faculty appointment as an Associate Professor with the School of Urban Affairs & Public Policy and the Department of Political Science and International Relations. He is also a member of the Delaware Faculty Senate.

He is currently a member of the American Society for Public Administration and the American Planning Association. He specializes in state and local government management, policy analysis, planning and civics education. He provided leadership in establishing the Institute for Public Administration, the Delaware Association for Public Administration, the University of Delaware Masters Program in Public Administration, the Delaware Legislative Fellows Program, and the Delaware Management Fellows Program. Under his direction, the Institute for Public Administration has grown from a staff of three people to its current size of 30 staff members and faculty. The Institute employs an additional 25 graduate and undergraduate students on an annual basis.
