As a planner with the Institute for Public Administration, Troy Mix works primarily with state and local government agencies on local and regional planning and economic development projects. His economic development work has focused on strategic economic development planning and the analysis of local and regional economic conditions. Recent projects include completing a comprehensive market analysis for a local chamber of commerce, developing a geographic information systems (GIS) tool to profile economic conditions in user-specified geographies, and coordinating regional committee efforts that resulted in a statewide economic development strategy.
Mr. Mix’s planning work has focused on regional efforts to coordinate growth and development and drafting and implementing comprehensive plans for Delaware’s municipalities. His regional planning work includes coordinating with Delaware’s Office of Management and Budget to complete a report on the progress of the state’s smart growth initiative and assisting with drafting the Strategies for State Policies and Spending. Mr. Mix has worked with several Delaware towns to develop comprehensive plans and revise zoning and subdivision codes. His current planning work focuses on exploring the fiscal impacts of land use decisions and accounting for these impacts in the budget development and planning process.
Mr. Mix’s additional public service and research interests include local government management and GIS. He has participated in reviews of local government management capacity, applied GIS to a variety of public policy topics, and co-instructed a graduate-level GIS course for several years.
Mr. Mix graduated from the University of Pittsburgh with a Bachelor of Arts in Political Science and earned a Master of Public Administration, with a specialization in state and local government management, from the University of Delaware.
