Doug Tuttle joined the Institute for Public Administration as Policy Scientist in 1997. He currently holds a public service faculty appointment as an instructor in the School of Urban Affairs & Public Policy (SUAPP), for which he coordinates the MPA Career-Enhancement Option and assists in the coordination of its Internship Program. He coordinates several IPA education and training initiatives for government leaders, including the Municipal Clerks Certificate Program, the Academy for Excellence in Local Government Leadership, and the annual Delaware Institute for Local Government Leaders. His areas of interest include municipal management, public service quality assessment, criminal justice administration, and school safety.
Prior to joining the Institute for Public Administration, Mr. Tuttle served as Director of Public Safety for the University of Delaware and as Government Relations Chair and President of the International Association of Campus Law Enforcement Administrators. He has served as a consultant to the U.S. Department of Education, federal legislative staff, higher-education professional associations, and numerous post-secondary institutions in matters related to campus safety, security, and law enforcement. He has been cited as a recognized authority on the Crime Awareness and Campus Security Act by the U.S. General Accounting Office and is the author of a highly regarded guide to compliance with that statute.
A member of the National League of Cities, Mr. Tuttle currently serves on the Steering Committee of the University Communities Council and on the Community & Economic Development Policy and Advocacy Committee. He is also a member of the legislative committee of the Delaware League of Local Governments, the American Society for Public Administration and the International Association of Chiefs of Police, and serves on the Editorial Advisory Boards for Campus Security Report and Campus Safety & Student Development.
