Martin Wollaston is Manager of the Planning Services Group within the Institute for Public Administration (IPA) and Senior Planner for IPA’s Water Resources Agency (WRA).  The Planning Services Group has provided assistance to a majority of the 57 municipalities in Delaware, mainly developing comprehensive land-use plans to improve the management of growth and development occurring both within and around these towns. 

Martin started working with WRA in 1983 (when it was the Water Resources Agency of New Castle County) after graduating from the University of Delaware and was with WRA when it joined IPA in 1998.  While with WRA, he was responsible for providing water-resources management assistance to the state and the local governments in New Castle County.  WRA now works with local jurisdictions throughout Delaware and the neighboring states.  Through the years, Martin has worked on numerous projects to protect and improve the quality of and increase public water supply. 

In addition to his public service work, he supervises undergraduate and graduate research assistants and serves as a guest speaker in classes on a variety of water-resources and land-use management issues.  His experience with IPA goes back to his graduate student days, where he was one of the first two Legislative Fellows when the program was initiated in 1982.
