While the central mission of the Institute for Public Administration (IPA) is a strong public service and research program, it maintains a major involvement in the School of Urban Affairs & Public Policy's graduate degree programs in public administration. In addition to IPA's primary affiliation with the school, it has growing involvement with other academic departments in the College of Education & Public Policy as well as the College of Arts and Science's Department of Political Science and International Relations. IPA also contributes to the undergraduate program in leadership and service learning.

IPA played a major role in the development of the Master of Public Administration Program in 1976 and since then has given its primary support to this program. Many IPA staff members hold faculty appointments and teach regularly in the MPA and PhD programs of the School of Urban Affairs & Public Policy (SUAPP), and a number of tenure-track faculty members hold productive staff appointments in IPA.
IPA also manages a strong internship and career-development program for SUAPP.
IPA supports more than 30 graduate and undergraduate research assistants annually, who may receive competitive stipends and tuition assistance for their work on a wide range of projects. These dynamic projects include legislative research for the Delaware General Assembly, health policy analysis, training and comprehensive planning support for towns in Delaware, civic education training, assistance through a program in conflict resolution, water resources research, and leadership training for women. IPA research assistants also conduct research for public policy forums relating to transportation planning, education management, and economic development.
