Local Governments Invited to Submit CEDS Project Proposals

The University of Delaware’s Institute for Public Administration (IPA) is working with the Delaware Economic Development Office (DEDO) to prepare a Comprehensive Economic Development Strategy (CEDS) for the State of Delaware. The Delaware CEDS will foster federal, state, and local partnerships to devise a unified economic-development plan that considers the unique needs and interests throughout the state. Creation of the plan is required to qualify for federal Economic Development Administration (EDA) assistance. EDA’s policy is to direct its investment in targeted areas on strategies resulting from locally controlled, participatory planning processes that are established to develop and maintain long-term economic-development plans.

In accordance with EDA’s policy and to gain valuable participation at the local level, the 2005 CEDS Project Proposal process is meant to solicit input from local governments on economic- development interests, identify viable economic-development projects and initiatives for the state, and develop a Delaware Project Priority List within the final CEDS report that will be submitted by DEDO to the EDA. IPA has sent each Delaware municipality a 2005 CEDS Project Proposal packet that includes a cover letter, Project Proposal Form, and Instructions via U.S. mail. The CEDS Project Proposal form can also be downloaded at www.state.de.us/dedo/ceds/proposal/project_proposal_form.pdf and the instructions at www.state.de.us/dedo/ceds/proposal/project_proposal_instr.pdf.

The deadline for submitting the CEDS Project Proposal form to IPA is 4 p.m. Friday, Nov. 4, 2005 [deadline has been extended to Friday, December 2]. IPA is available to address questions or provide assistance in completing the proposal form.
