Planning Series
IPA will be offering its series of six planning-related classes in 2006 at the Paradee Center in Dover, each from 9 a.m. to noon. The first (“Planning Your Community’s Future”) will be held on January 25. See IPA’s planning education page for a complete schedule.

Municipal Clerk Recognized
Lisa Kail, Certified Municipal Clerk (CMC), Town Clerk/Administrative Assistant for the Town of Bethany Beach, has been accepted into the First Level Membership of the International Institute of Municipal Clerks (IIMC) Master Municipal Clerk Academy. Ms. Kail has been employed with the Town of Bethany Beach since July 1995. She received the IIMC Certified Municipal Clerk’s Award in December 1998 and remains active in professional affiliations such as IIMC, the Delaware Municipal Clerks Association, and the Society for Human Resources Managements. She joins an elite group of Municipal Clerks in Delaware who have achieved membership into the First Level of the IIMC Master Municipal Clerk Academy.
Independent Parliamentary Services Offered
The use of parliamentary procedure promotes fair, efficient, and lawful public meetings. An independent, neutral advisee to a council or presiding officer on correct procedure can help enhance a municipality’s reputation and ensure impartiality. Robert Joseph Sidell is currently offering his services as a parliamentarian. He’ll take a limited number of appointments between now and the end of 2005 at no charge.
