Comprehensive Planning Services

photo of planning students and staff member before a town meetingThe Institute for Public Administration’s (IPA) Planning Services group offers a wide variety of planning services to local, state, and regional governments in the Delaware Valley. IPA combines the professional planning experience and research skills of its staff with the resources of the University of Delaware to maintain its rich tradition of providing service and assistance to municipalities. Having served at all levels of state, county, and local government, these staff members bring both an impressive list of credentials and the variety of experience and skills needed to address the needs of the counties and municipalities in Delaware.

An important internal component is engagement of University students in the process of providng these comprehensive planning services. Students work with the staff and towns on real projects and, thus, gain valuable hands-on experience.

Many of the most requested services from IPA are listed below. During the past decade, IPA has worked directly with more than half of the towns in Delaware and provided training to almost every town and all three counties.

  • Development of comprehensive plans for municipalities
  • Mapping assistance with the use of a geographic information system (GIS) for local government planning
  • Assistance with updating of zoning and subdivision ordinances
  • Training on the comprehensive planning process and the administration of land-use regulations
  • Assessment of walkability and other recreational opportunities available to a community
  • Reviews of government services
