Todd is a Ph.D candidate in the School of Public Policy and Administration, concentrating on information policy, with a specific focus on municipal broadband initiatives.  His is a part of the ongoing IPA broadband project, and is helping prepare a broadband planning document to assist local governments in Delaware in fostering broadband penetration in their communities.  He is interested in the community and economic development aspects of broadband.  Other research interests include transportation policy, and mobility studies.
